A stable portal to the museum section can be found in the Banderling Area of the city. It can also be reached by luck when using one of the random portals that change every patch.
One of the texts by Alatar Locke can be found in this area.
During the From Darkness, Light event, the creatures were updated and a 150+ restriction was added.
