Purchased from the Colosseum Coin Collector for 25 Colosseum Coins.
Apply to a ring from the Empyrean Rings Set to enhance it.
The ring becomes attuned to the person adding the crystal, making it possible to transfer un-enhanced rings between characters and then enhancing them.
