One of the Spectral Weapons, it is crafted by adding a Spectral Binding Stone sold by Hurnmel the Smith in Graveyard to a Spectral Bow.
Various tests suggest this bow does about 120% of the damage done by the Composite Bow, which also has Armor Cleaving and Crushing Blow.
During the Master of Arms event, the skill was changed from Bow to Missile Weapons and the spells adjusted accordingly.
