The Underground City is exactly what it's name says.. a city underground. It is actually a dungeon, accessed via the Abandoned Mine or the Isle of Tears.
As implicated by some sayings of the NPCs, it was a hiding place for humankind during the Olthoi Reign.
It contains a few shopkeepers, and gives access to the dungeon Hidden Dungeon. Two of the Strange Devices for the Black Death Catacombs Quiddity Seed Quest are also found here.
There is an Exploration Marker outside near the dungeon portal at 21.4N, 54.0E.
