You must be at least level 140 to wield this item.

Casts the following spells: Atlan's Alacrity, Honed Control, Infected Caress, Cragstone's Will, Elysa's Sight, Moderate Heavy Weapon Aptitude

Activation Requirements: Arcane Lore: 180

Mana: 8000
Mana Cost: 1 point per 20 seconds.

For one month this staff used Light Weapons but was changed to Heavy Weapons in the March 2012 patch Road to Revenge.
