- Rare item found in a randomly spawning Black Marrow Reliquary on Singularity Caul.
- Does not stack.
- Can be given to an Agent of the Arcanum for a Writ of Refuge:
- Agent Dravos tells you, "This is a strange device indeed. I have never seen anything like this before. Hmm..."
- The Agent ponders this strange new item momentarily.
- Agent Dravos tells you, "I'll tell you what. I'll take this thing off your hands and give you a Writ of Refuge in exchange! Sounds like a good enough deal, eh? Then it is settled!"
- Agent Dravos gives you Writ of Refuge.
