• Found on Freebooter Isle on a Corpse of Celestial Hand Agent, a random spawn in the area around the Freebooter Phyntos Wasp Hive (63.1 97.5).
• Appears as a yellow NPC dot on radar, will disappear after five minutes if you do not use the corpse.
• Give to your faction's Commendations Officer for a Commendation Ribbon (you are rewarded for ribbons of all three types).
