Originally dropped by various Lugians. When creatures were changed to no longer drop generic weapons, this item became retired.
During the Celebration event, the generic "Lugian Hammer" became available again, found on the ground in the Ancient Lugian Fortress.
In the Friend and Foe event, the loot system began generating Lugian Hammers (Pyreal Lugian Hammers etc).
