Goto the Penguin Cave Hatchery on the Isle of Ruin
Kill the Cave Penguins inside until one of the them drops a Cave Penguin Egg. The drop rate is pretty high and usually you will get one in the first bunch you kill near the portal drop. There is a one day timer on picking up the egg.
Take the Cave Penguin Egg to Chef Martam in Silyun. He will either give you this potion, nothing, an L (5,000p) trade note, or a DCCL (75,000p) trade note.
