Hand a Fenmalain Gem to Gersan the Sureshot in Uziz to receive the bow.
The bow uses Crystal-tip Arrows and Soulrender Arrows as ammunition.
Value was reduced during the Should the Stars Fall event to reduce the chance of dropping the bow on death.
