Speak to the Shade of Terelev at the drop inside the Northeast tower of Mhoire Castle in Graveyard. Also you must be flagged to enter the Mhoire Castle Courtyard.

While the entrance portal does not list any restrictions, you are unable to cast tie spells on it.

Red Veined Grub - Drops on creatures in dungeon.
