Bonus to Mana Conversion: +15% (+26%)

Damage bonus for Piercing war spells:

You must be at least level 160 to wield this item.

Casts the following spells: The Spike, Mystic's Blessing, Minor Focus, Minor Willpower, Major War Magic Aptitude, Cragstone's Will, Infected Spirit Caress

May be traded either as the Casting Staff Stamped Spectral Ingot or while the 3 day timer is counting down.
Note that some spectral weapons lose their 160+ req when made soul bound, this isn't one of them, it retains a 160 req.
