A complete Deck of Eyes. Still, the deck seems somehow incomplete. Return these to the Jester.
Value 0
Burden 13
Special Properties None (becomes attuned once given to Jester)
Related Quests The Jester
Obtained By Combining the complete suit of 13 cards.
Notes The Jester NPC spawns randomly in the Graveyard both during the day and during the night. He portals to a different location every few minutes.

While the Casino owners have an interaction for the cards, they do not for the decks.:

You allow Monty the Munificent to examine your Two of Hands.
Monty the Munificent tells you, "You need to give me a Jester Token before you may gamble a card friend."
Monty the Munificent doesn't know what to do with that.

You allow Jester to examine your Ten of Eyes.
Jester tells you, "Oh goody, you found one. Come back when you have the whole deck."

The cards are givable/tradable. Repeat cards can also be exchanged by giving a Jester's Token to a Casino owner then giving the repeat to the High Stakes NPC, who will give you a random card in return.

Part of the Jester's Cards quest, the cards that make up the Deck of Eyes are:

Combine the cards in order, from Ace to King:

You combine the cards.

The result is Two Cards from the Deck of Eyes, then three, then four, etc.

Besides the cards of eyes, there is also a Jester Card. This acts as a "joker" or wildcard, so it can be used in place of any other missing card in the deck.

Cards are verified to drop off the following creatures:

See also Deck of Hands.

There was some speculation that other NPCs might offer alternative rewards. Particularly because Ulgrim gives a hint suggesting he has an interest in the cards:

Ulgrim the Unpleasant tells you, "I'd challenge you to a game of poker, but I seem to have misplaced my deck... I think I left it in the graveyard somewhere. Have you seen it?"

However trying to show him a single card, or handing him a completed deck both result in:

Ulgrim the Unpleasant doesn't know what to do with that.

Which would suggest that it was nothing more than a hint of a new quest, rather than actual involvement on Ulgrim's part.
