The portal to this keep is found inside the basement of a villa on Count Dardante's Island.
There is a destructible desk at the end of this dungeon that can be destroyed as part of Necklace of the Elemental Adepts Quest. The desk regenerates and is guarded by 4 Adept mages on a very fast respawn.
