This article doesn't mention how hard he is to find. Enter the bunker on the left, go down the stairs, and take a right down another flight of stairs continue down until you enter a room with a series of chests. on the left side, the chests are stacked in somewhat of a staircase. Jump up through the hole in the roof to find Toberik.
