I can't completely vouch for the veracity of the following, but the way it was explained to me is during the 2005 period leading up to ToD when most of the live event titles were handed out the +envoys had the ability to add titles at will. When the titles panel was added in 2006, all currently held titles were added to the master list. Any unique live event titles that had been handed out (including some spelling variants/misspellings) but that were subsequently overriden by the person through obtaining a new title simply weren't included because for all intents and purposes they no longer existed (no player character currently had the title), though historically they did. I imagine the reason for it was the information would simply have been lost, since a character could only had one title at a time, previous titles held would have no record anywhere, so unless they were to search through historical backups there'd be no way to recover all envoy given titles if they didn't keep a list as they went along, So, for us now, there's really no way to verify or disprove any given title so the practice has been to be liberal in including titles in the retired section, but always verifying with titles in the available list. Feel free to remove any titles you can trace to being errors.
