Walk Through

At this time it is unsure whether there is a corresponding quest associated with Black Freah. Confirmation is needed

Speak to Isin Dule at 30.3S 94.8E in Tou Tou to begin. He will direct you to investigate a new portal that has appeared in the town.
Enter the Shadow Vortex at the edge of town at 28.09S, 95.46E (lvl 180+, cannot be linked or summoned)
Inside you will find numerous Panumbris Shadows and Void Lords, in additon to a few of the towns folk (attackable)
Kill 5 of the towns folk (Bai-Nu Ru the Weaponsmith, Armorer Xao Fen, Rou Beh the Bowyer, Jeweler Lo Dai-Ou, Mi Chi the Barkeep, Healer Rili Sous) and 10 of the shadows
When you are finished, return to Isin Dule and speak with him for your rewards. He grants you the title of "Merciful Killer"
