| # Use the scrying rod on top of the cliffs. The rod causes a device to spawn and when you use it it flags you (says it shocks you). It will give you a message when you use the rod near an area where the device spawn. There are at least 3 locations where the device can spawn and all were on top of the cliffs roughly in the center of the mesa.
