The Tusker King's throne room, only accessible from the Legend of the Tusker King dungeon. Speak with Oolutanga to be portaled into the buff room containing the portal to Arena of the Tusker Hero.

You are flagged to enter the Idol of Wishes portal for 3 days when you have killed Mowen Udaun and spoken to Oolutanga.
