To gain entrance to this dungeon you must be at least an Adept in your Faction, qualify for the rank of Knight and have talked to your Inspector of Knights. See Knight Test for details.
The Leatherbound Journal can be found at the end near the portal.
To find the Journal, hang left, and keep going up and generally N.
